1. Процентная ставка, по которой учитываются ( дисконтируются) денежные потоки будущих инвестиционных проектов (см. Discounted cash flow). Учетная ставка, используемая для проектов в частном секторе, обычно основывается на средневзвешенной стоимости капитала (см. Cost of capital). При расчете эффективности проектов в государственном секторе учитываются другие соображения. В то время как жизнь человека имеет определенный предел, и поэтому человеку не свойственно заглядывать слишком далеко вперед в ожидании отдачи от вложенных средств, общество может ждать отдачи от своих инвестиций гораздо дольше. Это различие между частными (private time preference) и общественными временными предпочтениями (social time preference) предопределяет тот факт, что общество дисконтирует будущее в меньшей степени, чем каждый отдельный человек, и довольствуется более низкой учетной ставкой. С другой стороны, учитывая альтернативные издержки использования ресурсов, общество не должно оценивать свои проекты на основе более низкой учетной ставки, поскольку в этом случае менее выгодные проекты в государственном секторе отвлекли бы средства от лучших проектов в частном секторе. Наконец, государственные займы не подвержены риску, поскольку практически отсутствует вероятность дефолта (см. Default), в то время как в частном секторе подразумевается компенсация за риск. Исходя из этого, учетная ставка, используемая в государственном секторе, максимально приближается к текущей рыночной процентной ставке в частном секторе. См.
